The three-judge panel*

Susan P. Graber, 54, a former Oregon Supreme Court justice and Portland attorney who has been with the appeals court five years.

Ronald M. Gould, 56, a former president of the Washington State Bar Association, Seattle attorney, and University of Washington law professor who has been with the court four years.

Ruggero J. Aldisert, 83, a former Pittsburgh attorney and a semiretired senior judge who has served as an appeals court judge since 1968. Judge Aldisert is from the Third District Court of Appeals.
